I would say all but C only because C only gives one instance testing method and not the second that would have skewed the results. Why a? Well first, a city can change the temperature in a few ways, clouds caused by smoke and steam from factories can create shade which would cool the area, tall windowed buildings can reflect sunlight and therefore amplify it on the street below, it can be easily noticed by going downtown in a major city at high noon, it's far hotter than rural areas with smaller buildings or strictly houses.
