to whom it may concern means to the person that cares or who it's basically for! For an example I can write a letter to a company attaching my something and telling them about my self! Then before I write anything...I will write to whome it may concern! To who ever woul care or worry about my letter! Another example if I I have a doctors appointment on a school day to let me out early..my mom would write a letter saying to whom it may concern Dominique Williams has a doctors appointment and she will be picked up at this time! People will be concern of why I am being picked up early and things like that!! So it's basically for the main people to be aware of a situation that most likely should be!!

The phrase To Whom It May Concern is a formal salutation used for opening a letter to an unknown recipient.
Means to whose over it may concern i.e irrespective of the person.

Ok lets say you was sending a letter to a solicitors practice with three or four solicitors, but you was not sure who was dealing with a certain case, so the letter heading is, to "whom it may concern" so it would then be passed to the solicitor dealing with your inquiry. I hope this helps
