Without the director you would have no vision. The director guides what is created on the stage. However without the producer you may have no director as the producer is often the one who hired the director. The producer not only gathers the money but is also making sure everyone is hired, cast and doing their jobs.
It really depends on why you are writing the letter. If you saw a show and loved the way it was done then I would write to the director as they are the ones that ultimately created what you saw on stage. If you want to make a comment on your experience as a whole, at the theatre, the show that was chosen, etc then you might want the producer.

The Director, he's the artist. The Producer is just the moneyman.
